The terrorism threat that federal and local authorities had been monitoring for weeks in Boston had grown so "severe'' that a contingent of up to five investigators were assigned to track Usaama Rahim, Boston Police Commissioner William Evans said Wednesday. Rahim was fatally shot Tuesday after allegedly turning on the surveillance team with a military-style knife.
The deadly encounter occurred, Evans said, in wake of a series of warnings issued by authorities in recent weeks about a continuing threat to law enforcement and members of the military emanating from social media portals accessed by the Islamic State or ISIL, the commissioner said.
"This guy required 24/7 surveillance,'' Evans told reporters Wednesday. "We thought that the threat was serious enough that we had to approach him.''
The commissioner declined to comment on reports that the threat involved the planned beheading of an officer, though he re-asserted that it was "very serious.''
"That's why we had to approach him.''
Evans' remarks came after authorities sought to soothe community tensions Wednesday in a private meeting with religious and civic leaders who were allowed to view a video recording of Tuesday's early morning shooting.
Although the shooting inquiry is continuing, there was general agreement that Rahim was shot while he was advancing on back-tracking officers.
Muslim and other other community leaders in Boston on Wednesday viewed surveillance footage of the fatal shooting of a terror suspect, agreeing with police claims that officers backed off from an attack before fatally shooting the man. The account contradicted an account provided Tuesday by Rahim's brother, local imam Ibrahim Rahim, who said that his brother was shot three times in the back while he was on a cell phone, speaking with his father.
"There were many questions that were not answered," Darnell Williams, head of the Urban League of Eastern Massachusetts, said after viewing the video. "What the video did tell us was that the gentleman was not on his cellphone. The individual was not shot in the back."
Evans said Rahim was hit three times, in the shoulder, torso and abdomen.
Williams added that the officers also appeared to be retreating from Rahim before drawing and firing their weapons.
"I 150% corroborate what the commissioner said,'' Williams said.
Local Imam Abdullah Faaruuq was more cautious, describing the video as "inconclusive," but agreed with Williams' general description. He noted that the video was grainy and shot from far away.
"The issue now is about the living," Faaruuq said. "The (Rahim) family is in pain and suffering."
Details about the deadly encounter came as a second suspect in the case arrested late Tuesday, David Wright, prepared to make his first court appearance Wednesday.
,Christina DiIorio-Sterling, a spokeswoman for U.S. Attorney Carmen Ortiz, said Wright will face undisclosed federal charges Wednesday in federal court.
Rep. Michael McCaul, speaking in Washington, told the Associated Press the FBI's Joint Terrorism Task Force had been investigating Rahim for "communicating with and spreading ISIS (Islamic State) propaganda online."
"These cases are a reminder of the dangers posed by individuals radicalized through social media," McCaul said.
Rahim, 26, was allegedly wielding a military-style knife in a busy parking lot on the city's southwest side. He refused repeated commands to drop the weapon, Evans said.

Evans said officers only opened fire "when their lives were in danger."
For at least the past 18 months, a senior U.S. official told USA TODAY, Rahim was the subject of a federal investigation into homegrown violent extremists becoming sympathetic to the cause of the Islamic State. The task force's inquiry was one of a growing number of such cases now underway in every FBI field office in the country.
Muslim advocates issued a statement Tuesday night urging release of any video that may have been taken of the deadly Boston altercation. They also asked for law enforcement transparency.
Local District Attorney Daniel Conley said the circumstances related to the shooting remained under investigation.
"It's a difficult part of our job to take a life," Evans said. "But in these circumstances, both the FBI and the Boston police did everything they could possibly do to get this individual to drop his knife. At some point, unfortunately, they had to take the shot."
