HEMPSTEAD, Texas — A confrontation between a Texas state trooper and motorist<span style="color: Red;">*</span>Sandra Bland began after she expressed irritation at<span style="color: Red;">*</span>being pulled over July 10 for not signaling a lane change and then balked when the officer asked her to put out her cigarette, dash-camera<span style="color: Red;">*</span>video released Tuesday shows.
The release of the 52-minute<span style="color: Red;">*</span>dash-cam footage came hours after the Waller County Sheriff's Office<span style="color: Red;">*</span>released surveillance video<span style="color: Red;">*</span>from inside the county jail the morning Bland, 28, of Naperville, Ill., was found dead in her cell, three days after the traffic stop in Prairie View, Texas, about 50 miles northwest of Houston.
The dash camera shows<span style="color: Red;">*</span>Trooper<span style="color: Red;">*</span>Brian Encinia immediately<span style="color: Red;">*</span>ordering<span style="color: Red;">*</span>Bland out of her car when she refused,<span style="color: Red;">*</span>about 9 minutes and 25 seconds, into the video.
"Step out or I will remove you," he said repeatedly,<span style="color: Red;">*</span>opening<span style="color: Red;">*</span>the driver's door as she protested.

"OK, let's do this," Bland can be heard saying, as Encinia reached in and<span style="color: Red;">*</span>grabbed<span style="color: Red;">*</span>her.<span style="color: Red;">*</span>"Don't touch me!"
"I'm going to drag you out of here," Encinia said, unholstering what appears to be his Taser and pointing it at Bland.
"Get out of the car! I will light you up!" he shouted in anger.

Bland then got out, saying, "Wow, wow, all of this for a failure to signal."
The trooper ordered<span style="color: Red;">*</span>her to the sidewalk, out of view of his dash-cam, and<span style="color: Red;">*</span>handcuffed<span style="color: Red;">*</span>Bland, who continues to protest her arrest.<span style="color: Red;">*</span>She complained<span style="color: Red;">*</span>about the handcuffs being too tight, and some kind of struggle can be heard on the audio.
Encinia stated in an arrest affidavit that Bland, who arrived in Texas the day before,<span style="color: Red;">*</span>swung her elbows at him and kicked him in his right shin after he handcuffed<span style="color: Red;">*</span>her for becoming combative.
The Texas Department of Public Safety posted the video on its website with a statement from Director Steven McCraw.
“DPS has been working closely with the family of Ms. Bland during this investigation, and the department extends our sincere condolences for their tragic loss,” he said.<span style="color: Red;">*</span>“It is important that her family has confidence in the efficacy of this investigation, which is why the Waller County Sheriff’s Office and district attorney originally requested investigative assistance from the Texas Rangers; and it’s also why DPS requested the FBI assist in this investigation.
“This team of investigators is committed to conducting a thorough and impartial investigation," McGraw said. "When the Texas Rangers and FBI investigation is complete, it will be turned over for review by the district attorney, who has indicated it will also be brought before a grand jury.”
The video from the jailhouse starts, stops and lasts just 9 minutes and 26 seconds despite covering more than 3 hours of time because the camera is motion<span style="color: Red;">*</span>activated.

Bland<span style="color: Red;">*</span>was in cell 95 but isn't visible from the camera angle shown.
However, at 7:17 a.m. CT July 13, the video shows an officer stopped by her cell for several seconds. Bland told him she was fine, investigators said.

Less than an hour later, a female officer checked in. In the video the deputy<span style="color: Red;">*</span>is seen bending down, standing up and then running for help.
"The jailer looked through the window and observed Miss Bland hanging from her privacy partition in her cell," said Capt Brian Cantrell of the Waller County Sheriff's Office. "I'd also like to reiterate that she was found in a semi-standing position with ligatures (bindings) surrounding her neck.
"Ms. Bland was then placed on the floor for jailers to perform CPR," he said.
Five minutes later, paramedics went in but Bland was already dead. The Harris County medical examiner later ruled<span style="color: Red;">*</span>her death a suicide, hanging via the black plastic bag used to create privacy for cellmates.
Bland was in jail awaiting posting of bond when she was found.
"The death of Ms. Bland was a tragic incident, not one of criminal intent or a criminal act," Cantrell said.
Yet Bland's supporters are still not so sure.

Texas: Trooper in traffic stop violated policy




"We are not accepting all of the things we've heard so far," said the Rev. Lenora Dabney of Hope African Methodist Episcopal<span style="color: Red;">*</span>Church in Prairie View, Texas. Bland's sister,<span style="color: Red;">*</span>Sharon Cooper, attended services at the church Sunday, and Bland's family said the 28-year-old had just accepted a<span style="color: Red;">*</span>new job at Prairie View A&M University, her alma mater, and was eager to start a new life in Texas.
Cooper and Bland's mother, Geneva Reed, met with Waller County Judge Trey Duhon and District Attorney Elton Mathis.
"No matter the circumstances and regardless of who, what, where and why, Ms. Bland's family has suffered a devastating loss," Duhon said in a statement. "I and Mr. Mathis wanted them to know that their family is in our thoughts, and more importantly, our prayers."
The Rev. David Israel Madison, president of the Texas Conference of the African Methodist Episcopal Ministerial Alliance, said the video raises questions.

"We would like to definitely have that video analyzed by the FBI," which also is investigating the death, he said.<span style="color: Red;">*</span>He questioned the cell in which Bland was placed because it was in the back beside an exit door.
Texas Rangers, monitored by the FBI, are analyzing the video to make sure it has not been altered.
So far, authorities said they see no sign of foul play.
