The South Carolina pastor killed in a gunman's rampage at a Charleston church had cosponsored legislation as a state senator aimed at making churches safer.
Sen. Clementa Pinckney, pastor of the Emanuel AME Church, was among nine people killed Wednesday at the predominately black church by a white gunman. A suspect was captured Thursday in North Carolina.
"Places of worship are not only sacred places, they are community places," Pinckney said in support of a church vandalism bill in 2013. "Just like our government buildings and our schools, they are centerpieces of our communities. We want to make sure we protect those centerpieces.... We want people to feel safe."
The bill would have made it a felony in South Carolina to "willfully, unlawfully, and maliciously vandalize, deface, damage, or destroy or attempt to vandalize, deface, damage, or destroy any place, structure, or building of worship."
Most of the bill was absorbed into other legislation and later became law, cosponsor Darrell Jackson, a state senator and also a pastor, told USA TODAY.

Pinckney, 41, was a college student and legislative page when Jackson first met him in 1992, Jackson said.
"He was an incredible young man," said Jackson, pastor of the Bible Way Church of Atlas Road in Columbia. "My hope is that his lasting legacy will be to bring a new atmosphere to politics in the state."
Jackson said he believes that is possible, and that he already is seeing some signs of it as lawmakers collectively grieve.
"I think people are realizing that our political differences aren't as great as what we have in common as human beings," he said. "My prayer is that the atmosphere changes, not just here but throughout the South."
Jackson said he was glad that the suspect, Dylann Storm Roof, 21, was captured alive.
"If we can find out what motivated him, maybe we can prevent someone else from doing something like this," Jackson said.
