Need someone to get www.cdlassociation.com forum fixed for registration, agreement to Terms & Conciation, Bylaws, subscription Association Members and anything else you may think needs to be done.

I need to fix Forum so there is:
Free Members
Association Members
1. The Association Member should have more power to control their post and ... than the free member.
2. Should be easy for a user to easily figure out how to become an association member.
3. Association Member will pay $30.00 monthly through PayPal and hopefully can choose another payment service.
4. Association Member must agree to Terms & Conditions plus Bylaw.
All members must agree to my Terms & Conditions.
Dream Add On for vBulletin is a picture gallery like what's on a Samsung S4 Phone for all members to upload and post pictures which when uploaded a watermark will be placed on it. The Picture Should Expand for viewing to see which member posted it and any comments will be there that they might want you to see. Watermark should be able to be removed by Admin. Picture becomes the property of forum and all rights of picture are conveyed to forum...
