ALBANY, N.Y. — In 2013, the median property-tax bill was $2,132 in the United States. In Westchester County, N.Y., it was $13,842 — the most of any county in the nation, according to the real estate website Zillow.
Neighboring Rockland County was the next highest at $10,550, the analysis found, based on the largest 50 metro areas where Zillow had sufficient sample sizes.
The list was not surprising: Westchester, which is among the richest counties in the nation, has long been at or near the top of any property-tax list.
The Tax Foundation, a conservative group in Washington D.C., also has found that upstate New York counties, including Monroe County, which includes Rochester, pay among the highest property taxes compared to household income.

New York Gov. Andrew Cuomo has sought to curb the high property taxes through tax cap and rebate programs.
According to a report released by the New York Association of Realtors on Wednesday, home sales in New York continued to grow in March, helping the total housing sale market increase more than 5% during the first quarter.
In March, there were 7,004 closed-homes sales with a statewide average price of $225,000, a 5.4% increase compared with last year's first quarter from January through March.
The statewide average sale price also increased last month, selling at an average price of $225,000, a 4.7% increase compared with the $215,000 average price of homes during last year's first quarter, the group's report said.
