1. Angels strut for Victoria's Secret Fashion Show
With sequins, jewels and not much else, Victoria's Secret's leggy lovelies (channeling best British tabloid here) will strut through London when the lingerie store's annual fashion show airs Tuesday on CBS (10 ET/9 CT). USA TODAY's Kim Hjelmgaard went behind the scenes during last week's taping, and the Angels are all giggly about the show. From the gorgeously familiar models (Adriana Lima, Alessandra Ambrosio) to Taylor Swift and Ariana Grande's performances, here's a primer on what you may see.
2. Torture report: Is summary's release a good or bad thing?
Waterboarding, sleep deprivation and humiliation are a few of the CIA's torture techniques detailed in a 500-page Senate report due out Tuesday. The methods were used on suspected terrorists in the wake of the 9/11 attacks. While the revelations of torture are not new, the report details the broad scope of the controversial practices. Some are worried these details will inflame extremist groups, but other lawmakers say it's important to release this information so the U.S. government will never again use torture for interrogation.

3. Now you can haggle on Amazon
The world's biggest store just became the world's largest bazaar. Amazon announced its new "Make An Offer" functionality Tuesday. Now buyers and sellers can negotiate costs on items priced $100 or more. The option is only available in Fine Arts, Sport and Entertainment Collectibles and Coin markets. Sellers choose which items they want to open up for haggling.

4. Will and Kate plan big day in the Big Apple
The whirlwind that is Prince William and Duchess Catherine's trip to New York City continues Tuesday with appearances all around Manhattan. (Check out the royal press release, complete with those wacky British spellings.) First off, Will and Kate will pay respects at Ground Zero. After that, it's a few blocks uptown to visit an organization for "disconnected youth." And then it's British love as the duke and duchess drop in the NeueHouse, a co-working space near Gramercy Park, where they will celebrate "the wealth of British Talent in the Creative Industries based in New York." Tired yet? Well, at this point, pregnant Kate drops out and William heads to the 86th floor of the Empire State Building to hand out technology awards with NYC Mayor Bill De Blasio. In the evening, the couple caps their day at the Metropolitan Museum of Art for the St. Andrews 600th Anniversary Dinner. That's the university in Scotland where Will and Kate first set eyes on one another.
5. Momentum on mental health has slowed since Sandy Hook shootings
Two years after the shootings in Newtown, Conn., prompted calls to rebuild the country's frayed mental health system, the drive for change has slowed at the state level and ground almost to a halt in Washington, a new report shows. Mental health funding took its greatest hit in Rhode Island, which cut its mental health budget this year nearly 20%, slashing $33.6 million in state funding, the report says. Thirty-seven states increased funding for mental health services after the shootings. Only 27 states increased funding this year.
