Here is a small modification you can use to allow admins and moderators send PM's to users, regardless of permissions or settings for the receiver.
So usergroups set with this mod will be able to send PM's to users even if the following is true.
You can edit the options under the settings, Ozzy: PM Perms Override Settings

- The receiver has ignored the sender.
- The receivers inbox is full.
- The receiver has PM's turned of in their usercp.
