A bitter winter storm stretching from North Texas to New England Thursday dumped heavy snow in the Midwest and East, including almost two feet in parts of Kentucky.Kentucky Gov. Steve Beshear declared a state of emergency for the second time in less than a month to allow the National Guard to assist stranded travelers, the Courier-Journal reported.
The Kentucky Transportation Cabinet labeled all counties in District 5, which includes Jefferson County and the city of Louisville, as "completely covered," said spokesperson Andrea Clifford said.
"You can't see pavement. You can't see the markings. It is difficult to see where the road is and the shoulder is," she said.
The small town of Baizetown, Ky., with 23 inches, has received the most from the storm so far. That's only three inches off the all-time state record for a snowstorm, according to the Weather Channel.
Lexington, Ky., has received 14.6 inches so far, the city's all-time record for a two-day snowstorm.
Some form of precipitation — snow, sleet, freezing rain or plain rain — will fall Thursday over most of the eastern third of the country, with the heaviest snow likely from the Ohio Valley to the Mid-Atlantic, where up to 10 inches is possible.
At least 80 million people will pick up at least one inch of snow from this storm, according to WeatherBell meteorologist Ryan Maue.
The collision of cold air from the north with moisture from the south triggered winter storm warnings in Little Rock, Memphis, Louisville, Pittsburgh, Philadelphia, Washington and New York City.
Beleaguered Boston will miss out on the worst of this storm, sparing the city the chance to break its all-time seasonal snow record, at least for now. As of Thursday morning, Boston had picked up 105.7 inches of snow, 1.9 inches below its record of 107.6 inches.
Below the front, Chattanooga, Tenn., Roanoke, Va., Richmond, Va., and Raleigh, N.C., were under winter weather advisories.

By 9 a.m. ET, more than 2,800 lights had been canceled nationwide, according to Flightaware.com.

North Texas got more than 3 inches of snow overnight, handing the Dallas-Fort Worth area its fourth highest snow total ever for the month of March. Some areas in the metropolitan area got 6 or more inches, with Grapevine, Texas, recording as much as 7 inches.
From 5 to 19 inches of snow is expected from northeastern Kentucky and Northern Virginia through southern New Jersey, most of Delaware, and Washington, D.C., Weatherbug.com reported. Memphis, New York City and southern New England could get 3 to 6 inches.
Federal offices were buttoned up in Washington for the day as heavy snow began hitting the area by mid-morning.
Much of the South that escapes the snow Thursday will face a wintry mix and ice and sleet. Otherwise, rain and a few thunderstorms are likely along the Gulf Coast and the Southeast coast. Florida will stay hot and sunny, as temperatures soar to the 80s along the coast and near 90 degrees inland.
